R&D Subsidies and Firm-Level Productivity: Evidence from France

چکیده

This paper investigates a theoretical and empirical model to provide a new insight into the relationship between R&D subsidies and firmlevel productivity. The empirical analysis evaluates the productivity of firms involved in a European programme of public R&D subsidies called Eureka. The findings suggest that the Eureka firms experience on average productivity gains towards the end of the four-year subsidy period. However, the average increase in productivity hides substantial firm heterogeneity. Namely, lowly productive firms gain more from the Eureka R&D subsidies than highly productive firms. The empirical analysis is conducted across industries by using propensity score matching and a difference-in-differences estimation method. The theoretical model explores the linkage between an R&D subsidy and the speed at which a subsidized firm adopts a new technology. It is shown that such a firm adopts the new technology faster. This is due to R&D subsidy decreases the fixed cost of adopting the new technology. But it is also due to R&D spillovers which decrease the marginal cost of production. Furthermore, the lowly productive firm characterized by a high marginal cost adopts the new technology faster than a highly productive firm.

An Empirical Analysis of Factors Explaining the Level of R&D Subsidies and their Productivity Effects Evidence from Firm-Level Panel Data

The Industrial Research Promotion Fund (Forschungsförderungsfond, FFF) is Austria’s most important source of finance funding R&D projects carried out by business enterprises. However, the decision on the level of R&D subsidies will be affected by both the funding agency's objectives and firm characteristics. This paper analyzes the factor explaining the intensity of R&D subsidies as well as the...

Do incentives to industrial R&D enhance research productivity and firm growth? Evidence from the Italian case

This paper aims at contributing to the empirical literature about the impact of R&D subsidies on firm performances by providing recent micro-evidence from Italy. We evaluate grant effects on the innovation and market results of firms selected for funding in the short and medium run using a counterfactual approach. Results show that the innovative performance improves only temporarily, and no si...

Département De Science Économique Department of Economics Cahiers De Recherche & Working Papers

This paper introduces a new type of R&D subsidy, which is conditional on the success of the R&D project. In a threestage model, the government chooses a subsidy(ies) in the first stage; in the second stage, a monopolist chooses R&D effort which determines the size or the probability of success of the R&D project; in the last stage, the firm chooses its output. It is found that conditional subsi...

Public Subsidies to Business R&d. an Industry-level Analysis

Economic literature on research and development has reached a firm consensus that the level of private investment in R&D activities is likely to be too low from a social point of view. A number of market failures such as limited appropiability, financial market failure and external benefits to the production of knowledge, have created a case in favour of public subsidies, and other policy measu...

Why do governments subsidise investment and not q employment ? *

The governments of nearly all industrialised countries use subsidies to support the economic development of specific sectors or regions with high rates of unemployment. Conventional economic wisdom would suggest that the most efficient way to support these regions or sectors is to pay employment subsidies. We present evidence showing that capital subsidies are empirically much more important th...
